Motion by Louis Kent, seconded by Karl Chaney to approve the agenda and move the visitors up. Carried. Mr. Ricky Dawson was present to request Juror support in his candidacy for Assessor.  Mr. Richard Sobers was present to request Juror support in his candidacy for Sheriff.  Motion by Larry Beauchamp, seconded by Karl Chaney to authorize the Parish Manger to get a priority list together of roads to be sprayed and then see how much spraying the budget will allow. Carried. Motion by Ed Brooks, seconded by Karl Chaney to adopt the minutes of the June 6, 2011 Meeting. Carried.  Mr. Bud Weigand, Homeland Security Director, advised the Jury that federal funds will be severely cut for the parish homeland security operations. Motion by Larry Beauchamp, seconded by Louis Kent to add Town of Clinton to the agenda. Carried with a unanimous roll call vote. Motion by Larry Beauchamp, seconded by Louis Kent to allow the Town of Clinton to place a water line along the right of way of the Clinton-Wilson Road from Clinton to Pretty Creek. It will be buried 2 feet deep and they will bore under Coolly Bayou. Carried. Motion by Louis Kent, seconded by Larry Beauchamp to approve an Intrastate Mutual Aid and Assistance Agreement for Disasters and Other Related Emergencies to authorize sharing among eight parishes for FEMA reimbursement. Carried. Mr. J. R. Rouchon was appointed as the Police Jury’s representative on the E911 Commission, replacing Mr. Bud Weigand. Motion by Larry Beauchamp, seconded by Louis Kent to approve payment from the General Fund for the installation & monthly fee on the GPS system for the Homeland Security truck. Carried. Motion by Ed Brooks, seconded by Karl Chaney to appoint Mr. J. R. Rouchon as Parish Flood Plain Manager and Mr. Larry Thompson as the Assistant. They will have six months to get their certification. Carried. Motion by Karl Chaney, seconded by Louis Kent to adopt the National Flood Insurance Program Rate Map dated July 31, 2009. Carried. Motion by Larry Beauchamp, seconded Karl Chaney to appoint Larry Beauchamp, Jason McCray, Ed Brooks and John Barnett along with Sam D’Aquilla, District Attorney to serve on a committee to update the Flood Insurance Ordinance. Carried. Motion by Larry Beauchamp, seconded by Ed Brooks to table the motor grader bids until the next meeting. Carried.  PUBLIC COMMENT: Ms. Jan Leonard advised the Jury of what surrounding agencies charged for copies. Motion by Larry Beauchamp, seconded by Ed Brooks to approve the monthly invoices. Carried. Motion by Jason McCray, seconded by Karl Chaney to authorize the installation of a deadbolt lock on the evidence room door at the Sheriff’s office at a cost of $519.00 Carried. Absent: John Barnett The meeting opened with a Prayer and the Pledge of Allegiance. Motion by Louis Kent, seconded by Ed Brooks to approve the agenda.  Carried. Motion by Ed Brooks, seconded by Jason McCray to adopt the minutes of the June 21, 2011 Meeting. Carried. Mr. Marc Browning presented an update on the FAARM Center, updating the new Board of Directors; Marc Browning-President, Cash Causey-Vice-president, Cheryl Bourgeous, Tony Rouchon, and E.J. Moore.  Long-term plans include a cooperative endeavor with BSA/Camp Avondale to establish horseback riding trails and to hold another fun-day horseshow in the fall.  Additionally, the organization has received donations from the EFP Office of Tourism-$8500.00, the Salmon Foundation-$1000.00, and the EFP Council on Economic Development- $1700.00;  which will be used to establish the electrical infra-structure for the facility. Motion by Larry Beauchamp, seconded by Karl Chaney to approve the monthly invoices. Carried. Motion by Louis Kent, seconded by Larry Beauchamp to authorized the appraisal of Court House, at an approximate cost of $2,250.00. Carried. Motion by Richard Dudley, seconded by Ed Brooks to award the bid for a new motor grader to Crawler Supply Company, Inc. The grader will be delivered in approximately 6 months. Carried. Motion by Karl Chaney, seconded by Louis Kent to investigate a more permanent repair for the Southern most section (600 yards) of Gilead Road.  Carried. Motion by Louis Kent, seconded by Larry Beauchamp to honor Mrs. Mary Lee Wilson with a proclamation for her devoted service to the East Feliciana Parish School System.  Carried. Under Public Comment, Ms. Jan Leonard requested that the Jury be more attentive to the rules allowing public comment prior to each vote.  She also publicly thanked Mr. Louis Kent and Mr. “JR” Rouchon for providing her the information she had requested.  Ms. Shirley Anderson asked if there was a date for the fun-day horseshow; not at this time.  Mr. Otis Bea commented on the need to repair Beechgrove Road Under Correspondence, the Jurors were reminded of the meeting at 6:30 p.m., July 13, 2011 pertaining to the Dog Inoculation Ordinance.
